RAVENNA TOWNSHIP PLANNING COMMISSION

PUBLIC HEARING AND MEETING MINUTES

MAY 1, 2014

A meeting of the Ravenna Township Planning Commission was called to order on Thursday, May 1, 2014 at 7:00 by Chairman Jack Link.  Members present were: Link, Roger Peacock, Mike Gillard and Elmer Hoyle.  Stan Wagner was absent.  Zoning Administrator Tony Zaidel and 26 people were in attendance.  Pledge to the flag was led by Mike Pierson.

Motion by Link to open Public Hearing, support by Hoyle.  Motion carried.

Purpose of the Public Hearing was to present and discuss 4 Special Use Applications that have been received.

1. Judd Challie – Mr. Challie presented his Special Use Application to construct a communication facility for Verizon Wireless.  He explained that the tower Verizon will be placing is 195 feet and will not require to be lighted.  The tower will be placed on the back side of the Swanson Pickle station.  The tower is needed as there is a demand for more cell service in this area.  Tower will be in a locked area and no guide wires will be needed.  Questions were asked and answered by Mr. Challie.

2.  Andrew Wilson – Mr. Wilson presented his Special Use Application to repair and or modify firearms within his home/workshop.  Small workshop would be used to repair the guns.  Most of the repair that is being done is for other Gun Shops.  His Federal firearm license can not be issued until this application is approved by the Planning Commission.  Many questions were asked including the practice firing of these guns and also the safety and security of the place where they are being repaired.  Mr. Wilson stated that the guns would be shot to make sure that are correctly repaired but it would not be a lot of shots.  Also, he stated that his property would be securely locked.

3.  Michael Helsen – Mr. Helsen presented his Special Use Application to retain/split 5 acres off the parent parcel to include the house and current buildings and be able to sell remaining land in the future.

4.  Ginger and David Johnson – Mrs. Johnson was present and presented her Special Use Application to split 5.2 acres off from the parent parcel.

Public Hearing closed at 7:11 p.m.

Chairman Link reopened the meeting – Motion by Link, support by Hoyle to approve minutes from the Joint Planning Commission/Ravenna Township Board meeting held March 6, 2014.  Motion carried.

New Business:  Application from Judd Challie discussed.  Application meets all 5 criteria needed.  Motion by Gillard, support by Peacock to approve Special Use Application by Judd Challie to construct a communication facility for Verizon Wireless.  Motion carried.  Application from Andrew Wilson discussed.  Application meets all 5 criteria needed.  Motion by Gillard, support by Hoyle to approve Special Use Application by Andrew Wilson to repair and or modify firearms within his home/workshop with the stipulation that there will be no Sunday shooting of the customer firearms.  Motion carried.  Application from Michael Helsen discussed.  Application meets criteria check list.  Motion by Hoyle, support by Gillard to approve Special Use Application by Michael Helsen to split off house and all buildings in the amount of approximately 4 acres.  Motion carried.  Application from David and Ginger Johnson discussed.  Application meets criteria check list.  Motion by Gillard, support by Hoyle to approve Special Use Application by David and Ginger Johnson to split 5.3 acres off from the parent parcel with Parcel B & C becoming 1 parcel with no other splits as long as current zoning is in effect.  Motion carried.

Sandmining permits need to be reviewed.

Next meeting will be held June 5, 2014 to discuss the Master Plan.
