April 12, 2018


The April meeting of the Ravenna Township Board was called to order on Thursday, April 12, 2018 at 7:00 p.m. at the Ravenna Township Hall by Supervisor Elmer Hoyle. Pledge to the Flag was led by Trustee Bruce Yonker. Prayer was led by Treasurer Sonja Patterson.  Members present were:  Elmer Hoyle, Supervisor; Sonja Patterson, Treasurer; Penny Sherman, Clerk; Bruce Yonker, Trustee and John Bonthuis, Trustee.  Also present were Fire Chief Greg Crowley and three residents.  Motion by Bonthuis, support by Yonker to approve the agenda with one addition (Township Tour).  Motion carried.   Motion by Bonthuis, support by Yonker to approve the minutes from the March 8, 2018 meeting.  Motion carried.

Citizens Comments: A resident complained about the excess semi-truck traffic on Cline Road.


Assessor: The March Board of Review was held on March 12th and 13th with 22 people attending.

Fire Board:  Call report:  11 Medicals, 1 P.I., and 6 Fires (2 assists to Moorland, 1 assist to Conklin and 1 assist to Fruitport).  Placing an automatic dump tank on Truck 1821 was discussed.  Motion by Patterson, support by Sherman to purchase an automatic dump tank at a cost of approximately $6,000.00.  Motion carried.  People interested in a burn permit may go the web site: www.dnr.state.mi.us/burnpermits.   Address signs are available to purchase for $20.00, if anyone is interested they should call the Township Hall at 231-853-6205.

Building Inspector: Seven permits were issued:  3 Building, 3 Electrical and 1 Mechanical).  The 10% reimbursement check from MTS was $194.85.

Museum/Library: The Open House for the MakerSpace will be held on Tuesday, April 17th.

Cemetery:  A request has been made to allow for 4 sets of cremains to be buried on one grave.  Sherman will hold a meeting with the cemetery committee to discuss this.

Planning Commission: The Planning Commission held a Public Hearing and Meeting on March 19th for a Special Use Application from Jacob Bonthuis to open a distillery which was approved.  The Planning Commission will hold Public Hearing and Special Meeting on Monday, April 30, 2018 (previously scheduled for April 16, 2018) for a Special Use Application by Kurt Dufendach to open a fertilizer distributorship.

Zoning Administrator:   Everything is going fine.

Chamber of Commerce: Sherman, Hoyle and Patterson attended the Chamber of Commerce where a presentation was given by the Muskegon Community Foundation.

Ravenna Area Historical Society:  Election of officers was held:  President-Maryde Housler, Treasurer-Josephine Meyers and Secretary-Melissa Thatcher.   The RAHS is working on getting the exhibits entered into the computer and are in the process of purchasing a vacuum.

Road Commission and Road update: Hoyle will attend the Road Commission meeting on April 18th. The condition of the corner of Pontaluna Rd and Blackmer Rd was discussed.

Senior Citizen’s Activity Coordinator:  Twenty-six people attended the Senior Luncheon on April 3rd. Seven people attended the first EchoTrack session and stated that it was a lot of fun.

New Business: May meeting date was discussed because it is scheduled for the same date as the Lion’s Goldfest.   Motion by Patterson, support by Bonthuis to move our May meeting from Thursday, May 10th to Thursday May 17th.  Motion carried.  Hoyle presented the County’s bid to replace the Cline Road culvert.  Motion by Yonker, support by Bonthuis to approve payment of $1,676.21 for our portion of the bill to replace the Cline Road culvert.  Motion carried.  Sherman reported that the Annual Dump Day and Scrap Tire Event will be held on Saturday, May 5, 2018 from 8:00 – 12:00 p.m. at the parking lot of the Ravenna Livestock Sale.  This event is only for Ravenna Township Residents.  Sherman presented the Contract Form 547 and Resolution from Consumer Energy for the 4 new streetlights that will be installed on Ravenna Road from North of the Middle School Driveway to street number 2965 Ravenna Road.   Motion by Bonthuis, support by Sherman to approve and authorize Consumers Energy to install 4 new street lights on Ravenna Road between property address numbers 2700 – 2965.  Motion carried.   Hoyle, Bonthuis and Yonker will be taking a Township Tour the week of April 16th.

Unfinished Business:  None.

Treasurers Report: Patterson presented the Treasurer’s report.  Motion by Hoyle, support by Bonthuis to pay all bills and accept the Treasurer’s Report.  Motion carried.  Patterson gave a Fire Budget update.

Other Board Comments: Sherman gave a Township Budget update.  Motion by Sherman, support by Patterson to make the following amendment: Legislative-Legal Fees $14,819.00. Motion carried.

Correspondence: Sherman read thank-you cards from the families of Anna Mae Woodard and Bill Darcy
