RAVENNA TOWNSHIP BOARD MEETING MINUTES – April 13, 2017
The April meeting of the Ravenna Township Board was called to order on Thursday, April 13, 2017 at 7:00 p.m. at the Ravenna Township Office by Supervisor Elmer Hoyle. Pledge to the Flag was led by Treasurer Sonja Patterson. Prayer was led by Supervisor Elmer Hoyle. Members present were: Elmer Hoyle, Supervisor; Sonja Patterson, Treasurer; Penny Sherman, Clerk; Bruce Yonker, Trustee and John Bonthuis, Trustee. Also present were Fire Chief Greg Crowley, Librarian Katie Ames, 18 residents and 1 guest. Motion by Patterson, support by Yonker to approve the Agenda. Motion carried. Motion by Bonthuis, support by Yonker to approve the minutes from the March 9, 2017 Township Board Meeting. Motion carried.
Citizens Comments: A resident asked what the gas tax went for and it was explained that it went to the Road Commission.
COMMITTEE REPORTS:
Assessor: Eighteen people came into the Board of Review.
Fire Board: Call report: 9 Medicals, 1 P.I., 5 Fires (1 assist to Marne and 3 assists to Coopersville) and 1 Wires Down. Tanker 1820 has been repaired and is back in service. The total cost of the repair was $21,834.66. The hot water heater at the Fire Station is broken and needs to be replaced. The cost to replace it will be $600.00. People interested in a burn permit may go the web site: www.dnr.state.mi.us/burnpermits. Address signs are available to purchase for $20.00, if anyone is interested they should call the Township Hall at 231-853-6205.
Building Inspector: 1 Building and 2 Electrical permits were issued this month.
Museum/Library: Katie Ames reported that the Library is installing extra shelves for the Book Sale that the Friends of the Library host. Also, the librarians would like to expand the Jr and Teen reading area in the Library. The front door has been temporarily fixed and working and new parts have been ordered.
Cemetery: The mower deck will be getting repaired.
Planning Commission: The Planning Commission met on March 20th and approved 2 splits and also for a homeowner to build a new home and remove the old home within 6 months of receiving their occupancy permit. The PC will hold a Public Hearing and meeting on Monday, April 17, 2017 at 7:00 p.m. There is one Special Use application on the agenda.
Zoning Administrator: Things are starting to get busy.
Chamber of Commerce: Monthly Chamber of Commerce luncheon and meeting was held on Tuesday, April 11, 2017.
Ravenna Area Historical Society: The RAHS have been working on redoing their by-laws.
Road Commission: Ken Hulka, Managing Director of the Muskegon County Road Commission was on hand to discuss Judson Road.
New Business: Ken Hulka stated that the proposal from the Muskegon County Road Commission to repair and preserve Judson Road is $120,790.00. Hulka answered many questions as to how the Road Commission came up with this amount. He stated that the MCRC would contribute $30,187.00, but the Township and the residents of Judson Road would have to fund the remainder of the project. Creating a Special Road Assessment for Judson Road was discussed. The residents asked Sherman to contact the Township Attorney to prepare an estimate as to how much the Special Assessment would be. Ravenna School District #24 Corrective Quit Claim Deed was discussed. Motion by Patterson, support by Bonthuis to have Sherman and Hoyle sign the Corrective Quit Claim Deed with the proper legal description of properties between the Township and the Ravenna School District. Roll call vote taken: Yonker-Aye; Bonthuis-Aye; Patterson-Aye; Sherman-Aye; Hoyle-Aye. Motion carried. Hoyle, Yonker and Bonthuis will tour the Township on Saturday, April 2nd at 8:00 a.m. The Annual Ravenna Township Dump Day and Scrap Tire Event for Ravenna Township residents only will be held on Saturday, May 6, 2017 from 8:00 a.m.-12:00 p.m. in the Ravenna Livestock Sale parking lot.

Treasurer’s Report: Patterson presented the Treasurer’s report. Motion by Yonker, support by Bonthuis to pay all bills and accept the Treasurer’s Report. Motion carried.
Public Comment: None
Other Board Comment: Sherman stated that the Election Inspectors for the May 2, 2017 Coopersville School Election will be: Glenna Wright, Sue Grover, Sonja Patterson and Penny Sherman.

Motion Yonker, support by Bonthuis to adjourn the meeting. Motion carried. Meeting adjourned at 8:50 p.m.
