RAVENNA TOWNSHIP BOARD MEETING MINUTES

December 8, 2016

The December meeting of the Ravenna Township Board was called to order on Thursday, December 8, 2016 at 7:00 p.m. at the Ravenna Township Office by Supervisor Elmer Hoyle. Pledge to the Flag was led by Penny Sherman. Prayer was led by Supervisor Hoyle.  Members present were:  Elmer Hoyle, Supervisor; Sonja Patterson, Treasurer; Penny Sherman, Clerk; Bruce Yonker, Trustee and John Bonthuis, Trustee.  Also present were Fire Chief Greg Crowley, and 24 residents.  Motion by Bonthuis, support by Yonker to approve the Agenda.  Motion carried.  Motion by Bonthuis, support by Yonker to approve the minutes from the November 21, 2016, November 29, 2016 and December 2, 2106 Special Township Board Meetings.  Motion carried.

Citizens Comments: Many residents were present to discuss the condition of Judson Road.  There are 17 homes on the 1 mile stretch of Judson Road.  The road is worn out so bad that it has become a hazard to even drive on it.  Some residents are even unable to drive to their own homes at times.  School buses will not travel it.    The road is actually lower than the fields so thus it cannot drain.  The residents would like to request that the Township Board meet with the Muskegon County Road Commission to see what can be done to repair Judson Road.

COMMITTEE REPORTS:

Assessor: December Board of Review will be held on December 13, 2016 at 1:00 p.m.  The December Board of Review is only for errors and omissions.

Fire Board:  Call report:  9 Medicals, 1 P.I. and 3 Fires (1 was an assist to Coopersville).  The young lady that was looking to enter into the cadet program has withdrawn her application due to prior commitments.  Shawn Grabinski from Central Dispatch has stated that she would be willing to come to a Township meeting to discuss how street addresses are now going to be assigned.  Santa Claus came to visit Ravenna Sunday, December 4th riding on a Ravenna Area Fire Department Truck and was welcomed by many children!!  People interested in a burn permit may go the web site: www.dnr.state.mi.us/burnpermits.   Address signs are available to purchase for $20.00, if anyone is interested they should call the Township Hall at 231-853-6205.

Building Inspector: Six permits were issued: 2 Building, 1Electrical, 2 Mechanical and 1 Plumbing.

Museum/Library: We have learned, much to our sadness, that librarian Gayle Cohea will no longer be working in our branch due to the hiring of a different librarian by MADL.  Patterson has contacted MADL and is waiting for a return call to discuss this matter further.

Cemetery:  Bill Funk will be plowing the Cemetery this winter.

Planning Commission: The Planning Commission met on Monday, November 21, 2016 to discuss Alternative Energy. The Planning Commission will not meet in December.  The next meeting date is January 16, 2017.

Zoning Administrator:  No report.

Chamber of Commerce:  Chamber of Commerce Annual Christmas Party will be held on Tuesday, December 13, 2016 at the Ravenna Bowl.

Ravenna Area Historical Society: Everything is going fine.

Road Commission: Hoyle will contact the Muskegon County Road Commission to set up a meeting with them to discuss the condition of Judson Road. Hoyle is still waiting to hear back from the MCRC regarding what can be done with the 4 intersections that were previously discussed.

New Business: Hoyle has taken a tour of the Township to see what street lights need to be repaired.  We will look into placing new street lights at the corner of Blackmer Rd & Wilson Rd and also the corner of Seba Rd & Ellis Rd.  John Bonthuis will be doing the snowplowing at the Township Office and the Library this winter.   An application for a Scrap Tire Grant has been submitted.  CCS Technologies will now be handling all of the Township computer software and technology needs.

Unfinished Business:  None.

Treasurers Report: Patterson presented the Treasurer’s report.  Motion by Bonthuis, support by Yonker to pay all bills and accept the Treasurer’s Report.  Motion carried.

Public Comment: Resident inquired if they would be permitted an extension to dismantle a barn that had burned down. The Township will discuss this with the Zoning Administrator.

Correspondence: A letter has been sent and a response received from Sickles Consulting stating that we are no longer in contract with them for our computer needs.
