February 12, 2015

The February meeting of the Ravenna Township Board was called to order on Thursday, February 12, 2015 at 7:00 p.m. by Supervisor Ken Punter. Pledge to the Flag was led by Township Resident Billie Picklesimer.  Prayer was led by Trustee Elmer Hoyle.  Members present were:  Ken Punter, Supervisor; Sonja Patterson, Treasurer; Penny Sherman, Clerk; Elmer Hoyle, Trustee; Greg Crowley, Fire Chief and 2 residents.  Trustee Bruce Yonker was absent.  Motion by Punter, support by Patterson to approve Agenda with one addition (FEMA Flood Plan).  Motion carried.  Motion by Hoyle, support by Sherman to approve the minutes from the January 8, 2015 meeting.  Motion carried.

Citizens Comments: None.


Assessor:  Sue Bowen is filling in as our Assessor and everything is going fine.  March Board of Review will be held on Monday, March 9, 2015 from 9:00 a.m.-12:00 p.m. and 1:00 p.m.-5:00 p.m. and Tuesday, March 10, 2015 from 2:00 p.m.-5:00 p.m. and 6:00 p.m.-9:00 p.m. or until all have been heard.

Fire Board:  Call report:  12 Medicals, 1 P.I. and 5 Fires (2 assists to Moorland and 1 assist to Casnovia).  The Fire Station needs to have a new copy/fax machine ordered.  We were not the winning bid on the Coopersville Fire Truck.  If the additional 8 sets of turn-out gear are ordered by March 1st we will be given the same price that we paid for the 12 sets of turn-out gear that we purchased this year and will not be billed until July 1st.  The Bowling Fundraiser was very successful and raised approximately $3,400.00.  The Firemen will be working the Fish Fry on March 6th.  People interested in a burn permit may go the web site: www.dnr.state.mi.us/burnpermits.   Address signs are available to purchase for $20.00, if anyone is interested they should call the Township Hall at 231-853-6205.

Building Inspector: 2 permits were issued (1 building and 1 mechanical).

Museum/Library:  Everything is going fine.

Cemetery: Everything is going fine.

Planning Commission:  Planning Commission met on January 19, 2015 and continued to work on updates to the Master Plan.  Next Planning Commission Meeting will be Monday, March 16, 2015.

Zoning Administrator:  No report.

Chamber of Commerce: Hoyle, Patterson and Sherman.  The DI students that traveled to China and DI instructor Tammi Kantola were at the Chamber Meeting to give a report on their trip.

Road Commission: Hoyle attended the Road Commission Meeting.  Information was received regarding the February 24th Election.

New Business:  Sherman presented an application for a Metro Act permit from Frontier.  Motion by Sherman, support by Patterson to approve Resolution 15-01 a RESOLUTION TO APPROVE ACCESS AND GRANT PERMIT FOR USE OF TOWNSHIP RIGHT-OF-WAY.  Roll call vote taken:  Hoyle-Aye, Patterson-Aye, Sherman-Aye, Punter-Aye.  Motion carried.  Resident Jim Michels reported that the noise made by Metal Technologies was extremely excessive.  Zoning Administrator Tony Zaidel will be contacted regarding this noise issue.  Sherman reported that she was notified that a street light is needed on the corner of Seba Rd and Ellis Rd for safety reasons.  Motion by Sherman, support by Patterson to contact Consumer Energy and have a streetlight installed at the corner of Seba and Ellis Roads.  Motion carried.  House in poor condition on Harrisburg Road was discussed.  Attorney Mark VanAllsburg sent a letter to the Township stating what can be done to begin the process of removing this home.  Notice of a Public Hearing regarding this matter will be sent to the homeowner and Mortgage Company and the Public Hearing will be held on Thursday, March 12, 2015 at 6:00 p.m.  Brining was discussed.  Punter will get prices for brining from the Muskegon County Road Commission and also D & B Brining.  Patterson presented Fire Department Budget.  Motion by Patterson, support by Sherman to amend the Fire Department Budget by increasing the supplies line $878.51 and taken from the payroll line.  Sherman presented the Ravenna Township Budget.  Motion by Sherman, support by Patterson to increase Technology Expense $4,000.00 which is available from the Township Fund Balance.  Motion carried.

Unfinished Business: Historical Society was discussed.   The Ravenna Area Historical Society will hold their meetings on the 3rd Thursday of each month at 9:30 a.m. at the Museum.

Treasurers Report:  Patterson presented Treasurer’s report.  Motion by Hoyle, support by Sherman to pay  bills and accept the Treasurer’s Report.  Motion carried.   Our website address is www.ravennatwp.com.

Correspondence:  The Annual Ravenna Township Dump Day is scheduled for Saturday, May 2, 2015 from 7:00 a.m.-12:00 p.m. at the Ravenna Livestock Sale parking lot.  Padno’s will also be there for any scrap metal collection and all proceeds from the scrap metal collection will be used to offset the cost of Dump Day.  We will receive notification in April if the grant for the Tire Recycle will be renewed.

Public Comment:   February 24th Election was discussed.  Resident was worried as to how the funds will be dispersed from Muskegon County Road Commission if the Millage is passed.
