RAVENNA TOWNSHIP BOARD MEETING MINUTES

November 10, 2016

The November meeting of the Ravenna Township Board was called to order on Thursday, November 10, 2016 at 7:00 p.m. at the Ravenna Township Office by Supervisor Ken Punter. Pledge to the Flag was led by Marlene Curtis. Prayer was led by Trustee Elmer Hoyle.  Members present were:  Ken Punter, Supervisor; Sonja Patterson, Treasurer; Penny Sherman, Clerk; Bruce Yonker, Trustee and Elmer Hoyle, Trustee.  Also present were Fire Chief Greg Crowley, and 3 residents.  Motion by Yonker, support by Hoyle to approve the Agenda with one addition-Muskegon County Resolution of Intent Regarding Recreational Authority Resolution.  Motion carried.  Motion by Hoyle, support by Yonker to approve the minutes from the October 13, 2016 Township Board Meeting.  Motion carried.

Citizens Comments: None.

COMMITTEE REPORTS:

Assessor: December Board of Review will be held on December 13, 2016.  The December Board of Review is only for errors and omissions.

Fire Board:  Call report:  10 Medicals, 1 P.I. and 1 Fire (an assist to Coopersville).  All of Ensley Road has reopened.  People interested in a burn permit may go the web site: www.dnr.state.mi.us/burnpermits.   Address signs are available to purchase for $20.00, if anyone is interested they should call the Township Hall at 231-853-6205.

Building Inspector: Three permits were issued: 1 Building, 1Electrical and 1 Mechanical.

Museum/Library: MADL is beginning to restructure how the Library will now operate since the passing of the Library Millage in August.  It is being discussed by MADL to have one Lead Librarian oversee the Ravenna Branch and the Muskegon Township Branch and hiring a Library Assistant.  It is also possible that our Branch will begin to be open on Thursdays in the near future.

Cemetery:  Everything is going fine.

Planning Commission: The Planning Commission will meet on Monday, November 21, 2016 to discuss Alternative Energy.

Zoning Administrator:  No report.

Chamber of Commerce:  Hoyle attended the Chamber meeting that was held on November 8, 2016.

Ravenna Area Historical Society: The Girl Scout display is still shown at the Museum. The RAHS is working on a book of Ravenna history-including when adding lights to the baseball field at Conklin Park was first discussed which was 1952 and the 1st baseball game played under the new lights was in 1957.

Road Commission: Hoyle is waiting to hear back from the Road Commission regarding the safety concerns of some of the intersections in our Township.

New Business: MADL District Library Agreement was discussed.   Motion by Hoyle, support by Patterson to send the Agreement to the Township Attorney to review.  Sherman gave an update of the Township Budget and everything looks great.  Patterson gave an update of the Fire Budget.  Motion by Patterson, support by Sherman to amend the Fire Budget Insurance $1357.08 which will be taken from Payroll.  Motion carried.  The Ravenna Township, Muskegon County State of Michigan Resolution of Intent Regarding Recreational Authority Resolution 16-03 was read and discussed.  Motion by Hoyle, support by Sherman to approve the Ravenna Township, Muskegon County State of Michigan Resolution of Intent Regarding Recreational Authority Resolution 16-03.  Roll call vote taken:  Sherman-Aye; Patterson-Aye; Hoyle-Aye; Yonker-Aye; Punter-Aye.  Motion carried.

Unfinished Business:  None.

Treasurers Report: Patterson presented the Treasurer’s report.  Motion by Hoyle, support by Yonker to pay all bills and accept the Treasurer’s Report.  Motion carried.

Public Comment: Disbursement of the Senior Services Millage was discussed.

Correspondence: A letter was received from the Ravenna Lions Club regarding Love Connection. They will be collecting food, toys and monetary donations until December 12th.  The drop off locations for anyone wishing to donate are the Ravenna Village Office or any designated school location.

Clerk Penny Sherman stated that 1474 votes were cast (998 in person and 476 by absentee ballot) in Ravenna Township for the November 8, 2016 General Election which was a 68% turnout.

Trustee Elmer Hoyle thanked Supervisor Ken Punter for his 4 years of service on the Ravenna Township Board.
