RAVENNA TOWNSHIP BOARD MEETING MINUTESOctober 12, 2017

The October meeting of the Ravenna Township Board was called to order on Thursday, October 12, 2017 at 7:00 p.m. at the Ravenna Township Hall by Supervisor Elmer Hoyle. Pledge to the Flag was led by Supervisor Hoyle. Prayer was led by Supervisor Hoyle and the board expressed their sympathy to Trustee Bruce Yonker on the death of his father Marvin Yonker.  Members present were:  Elmer Hoyle, Supervisor; Sonja Patterson, Treasurer; Penny Sherman, Clerk; Bruce Yonker, Trustee and John Bonthuis, Trustee.  Also present were Fire Chief Greg Crowley and four residents.  Motion by Bonthuis, support by Yonker to approve the Agenda.  Motion carried.   Motion by Yonker, support by Bonthuis to approve the Minutes from the September 14, 2017.  Motion carried.

Citizens Comments: None.

COMMITTEE REPORTS:

Assessor: No report.

Fire Board:  Call report:  12 Medicals, 4 P.I.’s, 1 Wires down and 1 Fire (1 assist to Moorland).   Two AED Machines have been purchased and have arrived. The Fire Department Open House with guest Smoky Bear was very well attended.  People interested in a burn permit may go the web site: www.dnr.state.mi.us/burnpermits.   Address signs are available to purchase for $20.00, if anyone is interested they should call the Township Hall at 231-853-6205.

Building Inspector: Five permits were issued: 1 Building, 2 Electrical, 1 Mechanical and 1 Plumbing.  The 10% reimbursement check from MTS was $95.25 this month.

Museum/Library: The Makerspace should be up and running the first of the year.  The Ravenna Public School STEM Program will be partnering with our Library this year.  Longtime library patron Tadjah Widokjovich recently passed away and left behind an enormous amount of books.  These books will be sold and all proceeds will go to the Ravenna Friends of the Library group.  Anne Lewis has submitted a letter of resignation from serving on the MADL Board.  Anne Lewis stated that she is resigning because she does not feel that MADL is using the newly passed millage appropriately.  Motion by Patterson, support by Sherman to accept Anne Lewis’ letter of resignation from the MADL Board with regret.  Motion carried.  Motion by Patterson, support by Bonthuis to appoint Diane Muncie to serve the remainder of the term on the MADL Board.  Motion carried.  Senior millage was also discussed.  Patterson has submitted an application for a $5,000.00 grant from the senior millage to hire a director to run the senior programs in Ravenna.

Cemetery:  The Cyclone leaf rake is being repaired by Fred’s Repair.

Planning Commission: The Planning Commission did not meet in September.  They will hold a Public Hearing and Meeting on Monday, October 16, 2017 at 7:00 to discuss 1 Special Land Use Application for a home hair salon business.

Zoning Administrator: Things have been very busy and one issue has a pending court case.

Chamber of Commerce:  Hoyle, Patterson and Sherman attended the Chamber meeting.

Ravenna Area Historical Society:  Electricity for the Caboose was discussed.

Road Commission and Road update: Hoyle attended the Road Commission meeting and again inquired about having safety strips installed at various intersections within the Township. Road signs have been ordered from Wilde Signs.  Motion by Hoyle, support by Patterson to hire the Village to install the new and replacement road signs.  Motion carried.  Sherman will contact Great Lakes Energy again to see if any progress has been made in regards to installing a street light on the corner of Seba Rd and Ellis Rd.  The Annual Roadkill Banquet will be held on October 26, 2017 and Sherman will let the MCRC know how many board members will be attending.

New Business: An Ordinance to Prohibit Medical Marihuana Facilities was discussed.  Motion by Bonthuis, support by Hoyle to approve Ordinance 17-05 An Ordinance To Prohibit Medical Marihuana Facilities.  Motion carried.  A PA116 application from Arends Enterprises LLC was presented.  Motion by Patterson, support by Bonthuis to approve a PA116 application from Arends Enterprises LLC.  Motion carried.  Sherman will now forward the application on to the West Michigan Regional Development Commission and the Muskegon County Soil Conservation.  Once their decisions are received, the application will then be sent on to the MDA-Farmland & Open Space Program.

Unfinished Business:  None.

Treasurers Report: Patterson presented the Treasurer’s report.  Motion by Sherman, support by Bonthuis to pay all bills and accept the Treasurer’s Report.  Motion carried.

Public Comment: Resident inquired as to what the Road Commission was doing on Judson Road. Hoyle stated that the MCRC has said in the Spring that if they had time they would begin digging ditches along the road.  It looks like they are surveying the area for the ditches.  Tuesday there was a company out along Blackmer Road doing soil borings to test for a possible sewer line to be run from Fairlife Dairy in Coopersville to the Muskegon County Wastewater Facility.

Correspondence: A thank you note was received from the Hoyle family.

Sherman submitted the Tire Grant Application on 10-16-17. This year’s Annual Dump Day and Scrap Tire Event will be held on Saturday May 5, 2018.

There will be a countywide election on Tuesday, November 7, 2017 for a Youth, Family and Community Millage Question. This Millage Question is for 1.5 mills.  The polls will be open from 7:00 a.m. – 8:00 p.m.

Motion by Patterson, support by Yonker to adjourn meeting. Motion carried. Meeting adjourned at 8:20 p.m.
