October 8, 2015

The October meeting of the Ravenna Township Board was called to order on Thursday, October 8, 2015 at 7:00 p.m. by Supervisor Ken Punter. Pledge to the Flag was led by Richard Snider of MADL. Prayer was led by Trustee Elmer Hoyle.  Members present were:  Ken Punter, Supervisor; Sonja Patterson, Treasurer; Penny Sherman, Clerk; Elmer Hoyle, Trustee; and Bruce Yonker, Trustee. Also present were Fire Chief Greg Crowley; Muskegon County Administrator Mark Eisenbarth; Richard Snider and Sandie Enders of the Musekgon Area District Library (MADL) and 3 guests.  Motion by Yonker, support by Hoyle to approve the Agenda.  Motion carried.  Motion by Hoyle, support by Yonker to approve the minutes from the September 10, 2015 Regular Township Board Meeting.  Motion carried.

Citizens Comments: Jim Michels stated that he had spoke with Holly Hughes and that DEQ has been contacted regarding the noise and pollution from MTI.  Muskegon County Administrator Mark Eisenbarth was present to introduce himself and let us know that he is available to assist the entire County.


Assessor: Everything is going well.

Fire Board:  Call report:  16 Medicals, 3 P.I.’s and 3 Fires (2 assists to Coopersville and 1 assist to Moorland). Fire Prevention Open House will be Tuesday, October 13th from 6:00 – 7:30 p.m.  Smokey Bear will be present and donuts & cider will be served.  Door on truck #1821 needs to be repaired.   Patterson presented the Fire Department payroll in the amount of $44,617.00.  Motion by Hoyle, support by Sherman to approve the Fire Department payroll in the amount of $44,617.00.  Motion carried.  People interested in a burn permit may go the web site: www.dnr.state.mi.us/burnpermits.   Address signs are available to purchase for $20.00, if anyone is interested they should call the Township Hall at 231-853-6205.

Building Inspector: 3 building permits were issued. The need for a permit in A1 was discussed.

Museum/Library: Richard Snider and Sandie Enders of MADL were present to discuss the upcoming millage request that will be asked of residents at the November 3, 2015 election.  The current millage rate for the Muskegon Area District Library is .749 and they are asking for an addition .5 mills to make for a total millage rate of 1.249.  (MADL did not pay for the expansion of our local library.  The expansion is funded completely by Ravenna Township.)

Cemetery:  All ornamentation should have been removed by October 1st and winter ornamentation can go on November 1st.

Planning Commission: Planning Commission did not meet in September.  The next Planning Commission meeting will be held on Monday, October 19, 2015 at 7:00 p.m.

Zoning Administrator:  Everything is going fine.

Chamber of Commerce: Punter, Hoyle and Sherman attended. The next Chamber of Commerce meeting will be held on October 13, 2015.

Ravenna Area Historical Society:  Maryde Housler stated that a gentlemen that served in the military with Rudy Lonee came all the way from Detroit to look at memorablile in our Museum.  The Friends of the Library will have a Community Digital Sign that has been paid for by the Beechnau Thieme Fund installed on the east side of the Library.  We would all like to thank the Beechnau Thieme Fund for their very generous donation.

Road Commission: Work on Ensley Road has been completed.

New Business: Fibertech has submitted an application for a METRO Act permit.  Motion by Sherman, support by Yonker to approve Resolution 15-06 a Resolution To Approve Access and Grant Permit For Use of Township Right-of-Way for Fiber Technologies Networks, L.L.C. (“Fibertech”).  Roll call vote taken:  Yonker-Aye, Hoyle-Aye, Sherman-Aye, Patterson-Aye, Punter-Aye.  Motion carried.  Punter has contacted Charter Communications regarding switching phone and internet services.  Phone numbers would remain the same.  Motion by Patterson, support by Sherman to approve switching phone and internet service to Charter Communications from Frontier.  Motion carried.

Unfinished Business:  The Township has submitted a request to the court to end litigation on the property located at 12991 Harrisburg and dismiss the case.

Treasurers Report: Patterson presented a bill from the MCRC in the amount of $13,355.00 for our portion of the Ensley Road project.  Motion by Hoyle, support by Yonker to pay this bill.  Motion carried.  Patterson presented the Treasurer’s report.  Motion by Patterson support by Sherman to pay bills and accept the Treasurer’s Report.  Motion carried.

Public Comment:  None.

One FOIA request has been received and completed.
