RAVENNA TOWNSHIP PLANNING COMMISSION

PUBLIC HEARING AND MEETING

MINUTES

MARCH 20, 2017

 

A meeting of the Ravenna Township Planning Commission was called to order on Monday, March 20, 2017 at 7:00 by Chairman Jack Link.  Members present were: Link, Roger Peacock, Mike Gillard, Stanley Wagner and Bruce Yonker.  Also present were Zoning Administrator Anne Lewis, Recording Secretary Penny Sherman and 14 guests. Pledge to the flag was led by Chairman Link.

Motion by Link to open the Public Hearing at 7:00 p.m., support by Wagner. Motion carried.

Purpose of the Public Hearing was to present and discuss 3 Special Use Applications that have been received.

  1. Justin and Joy Bamford-Mr. and Mrs. Bamford would like to construct a new home on a single parcel of property prior to the removal of their existing home. Mr. Bamford explained that he would be removing the existing home and would like the Planning Commission to allow him time to do so after final occupancy has been received on his new home. Questions were asked and answered by Mr. Bamford. Two neighbors were present at this Public Hearing and stated that they have no problem with what Mr. and Mrs. Bamford would like to do.
  2. Vincent Krawczyk-Mr. Krawczyk would like to 2 retain 2 acres with the existing home and sell the remaining 8 acres. Questions were asked and answered by Mr. Krawczyk. The buyer that would like to purchase the 8 acres owns the adjoining 30 acres and would like to combine the 2 acreages.
  3. James Monterusso-Mr. Monterusso would like to retain 15.46 acres with the existing home and sell the remaining 24.79 acres. Questions were asked and answered by Mr. Monterusso. He also stated that due to a deep ravine that cuts through his property this would be the best way to split the property. Property owners to the East and North stated that they have no problem with what Mr. Monterusso would like to do.

Public Hearing closed at 7:10 p.m.

Chairman Link reopened the meeting – Motion by Wagner, support by Yonker to approve minutes from the meeting held January 16, 2017 with one name correction. Motion carried.

The Agenda was approved as presented.

New Business: Application from Justin and Joy Bamford was discussed. Motion by Gillard, support by Wagner to approve Special Use Application by Justin and Joy Bamford to allow their existing home to remain while building their new home until 6 months after receiving the final occupancy permit on the new home and presenting to the Planning Commission a $10,000.00 assurity bond guaranteeing removal of the existing home. Motion carried with a vote of 5-0.  Application from Vincent Krawczyk was discussed.  Motion by Wagner, support by Peacock to approve a split of the 10 acre parcel into a 2 acre parcel including the existing home and pole barn and an 8 acre parcel. Motion carried with a vote of 5-0.  Application from James Monterusso was discussed.  Motion by Gillard, support by Wagner to approve the split of the parcel into a 15.97 acre parcel to include the existing home and a 25.29 acre parcel.  Motion carried with a vote of 4-0 with Peacock abstaining.  Mr. Monterusso stated that the land would be sold to an adjoining land owner.  The Planning Commission stated that the new land owners should join this new acreage to the existing acreage that adjoins it.

Unfinished Business: Alternative Energy Ordinances were discussed. Sherman will send the Proposed Wind Ordinance to the attorney for final review.  The Planning Commission will each look at the Proposed Solar Energy Ordinance and report any changes they would like to see made at the next meeting.

Public Comments: Citizen inquired about the requirements regarding putting a second pole barn on a 2.8 acre parcel.

Next meeting will be held on Monday, April 17, 2017.
