RAVENNA TOWNSHIP PLANNING COMMISSION

PUBLIC HEARING AND MEETING

MINUTES

October 16, 2017

 

A Public Hearing and Meeting of the Ravenna Township Planning Commission was called to order on Monday, October 16, 2017 at 7:00 by Chairman Jack Link.  Members present were:  Jack Link, Stan Wagner and Bruce Yonker.  Also present were Zoning Administrator Anne Lewis, Recording Secretary Penny Sherman and 6 guests.  Planning Commission members Roger Peacock and Mike Gillard were absent.  Pledge to the flag was said.

Motion by Link to open the Public Hearing at 7:05 p.m., support by Wagner. Motion carried.

Purpose of the Public Hearing was to present and discuss a Special Use Application that has been received from Rachel Jennings.

Rachel Jennings would like to open and operate a hair salon in her home. The property is owned by Daniel L. and Laurie M. Noel and is located at 7026 S. Moorland Road, Ravenna, MI  49451.

Rachel Jennings, a licensed cosmetologist fielded questions regarding the salon that she would like to open which included driveway safety. Rachel Jennings stated that she is looking to average 1 to 2 customers a day and plans to be open 4 days a week.   The home currently has 2 entrances and the salon would be located in the basement of the home.  She was advertising for her salon but has since stopped advertising when she was notified that she needs to be granted a Special Use Application from the Ravenna Township Planning Commission before the business can be in operation.

Public Hearing closed at 7:16 p.m.

Chairman Link reopened the meeting.

Motion by Yonker, support by Wagner to approve the minutes from the Special Meeting that was held on August 21, 2017 and the Public Hearing and Meeting that was held on August 21, 2017. Motion carried.  The Agenda was approved as presented.

New Business: Special Use Application from Rachel Jennings was discussed. The Planning Commission requested that the current homeowner of record submit in writing that he approves of this business going in the home.  Andrew Wilson stated that he is the homeowner due to purchasing the property on a land contract.  Rachel Jennings stated that the home has been issued a Cosmetology Establishment License.  Motion by Yonker, support by Wagner to table this Special Use Application until the following paperwork is turned into the Township:  An approval letter from Daniel and Laurie Noel, an approval letter from Andrew Wilson, a copy of the Cosmetology Establishment License and a copy of Rachel Jennings Cosmetologist License.  Motion carried.  The Planning Commission will hold a Special Meeting on Monday, October 23, 2017 if all of these items are turned into the Township.
